Does this DVD-A by Usher play in surround sound in the TL?

Yes.

However, it doesn't mean that it will sound good. It all depends on the mixing process. For example, "Hotel California" from The Eagles sounds incredibly good even if the tracks are old, the mix is superb. Metalica's Black album sounds very strange: rear channels seems to be only a replicate of the front with strong reverb.

I don't have this one from Usher so I can't tell if the mix is good or not.

Not sure about the DVD-A, but the product description for the DualDisc on Amazon says:

Probably the same . . . I'd probably go the extra dollar for the CD compatibility myself. Heck, Best Buy or Wal-Mart might even stock the DualDisc.

 

Usually Usher sounds bad on every stereo.

This Usher disc comes in DVD-A that will play in the TL. It is a different item than the dual disc release. Look for this:

I believe it's the same as your first reference.
