Do you have a base or Type S? A type S bar on a base TL provides a slight performance bump and is cheaper than a Progress bar. Definitely DIY-able. It's 4 bolts for the 2 sway bar anchor points and then 1 bolt on each side that connects to the sway bar end link.
Not so shameless plug: I do have a Type S bar brand new that I'd be happy to sell if you open up a FS thread on the Black Market.

so then, the question you have to ask yourself is...
Would you like a stiffer bar? or were/are you happy with the stock bar?
if you are happy with the stock bar, then pay the $50 or so(hope it hasnt increased with time) and replace the stock bar.
If you would like a STIFFER bar, then upgrade to the Progress bar.
If you dont know, then you are most likely happy with the stock bar.
I can almost guarantee the cracks you are seeing are in the coating on the sway bar, not the actual bar itself. The coating they use on sway bars, suspension springs typically crack just like that on every car, including aftermarket components. You also need to remember that the sway bar is constantly being flexed, twisted, etc...while driving, they actually sell a DIY coating that is meant for stuff like this if you wanted to re-coat it.
Every car I have owned in the rust belt has had sway bars look just like it, my TL is starting to do this as well, since its my only car I have had to drive it year around, unlike the previous owners. If you want to replace it, just grap an oem one, they are relatively cheap and fairly straight forward to replace.
