problem installing rear camber kit

problem installing rear camber kit
I'm installing a rear camber kit and have run into little problem. When I try and snug up the castle nut on the tie rod stud with a hand wrench they both turn or rotate. Is this normal for the tie rod stud and is an air impact wrench needed to complete this installation? Thanks
