Plastic dipping cowl...
Here is my windshield cowl...it's faded, a mess, and well I enjoy little projects.
Here is what I am doing...locally at a place 10 minutes from my home I've heard some horror H2O Creations stories, no thanks.
I have the cowl removed, both windshield wiper jets removed from the cowl, and all the clips and both rubber corners.
Question is..how big of a deal is this foam on the inside of the cowl?

Probably to prevent wind noise and rattle. You might be able to find some alternative to it. If you type something like "sponge insulation tape" in Amazon search you might find something waterproof that would work fine.

Yea. not going that route. Seriously doubt it lasts...I've heard that the turtle wax option works, or just torch it, or rattle can it...pass. I can't imagine anyone not on board with the fiber look, but there is always a "guy"

nah, if you want to hydro dip it for $60, that is the cheaper route.
I fully detailed my car...meaning, i took more than 12 hours to fully clean it, take out any swirls by use of random orbital polisher, and then used a product to ceramic coat it.
so, it's like a few hundred dollars for the product; soap, claybar, lube, coarse polish, fine polish, and the ceramic coating. not to mention the Random orbital polisher and it's pads and accessories.
or you could just take it to a pro detailer and get it done for about $250 to fully detail the car, including ceramic coat.

Oh no! Well now what to do. The faded black just bothers me. So treat it, paint it, dip it? That cowl new OEM from Acura is $400 (not a typo, yea $400) But I trust your advice, if you think its treatable and lasting...
