It'd help if you had someone rev the engine and you film from the actual engine area where you think the sound is originating.

I think it’s from this plastic cover. I don’t know what’s inside.

Look into the power steering fluid reservoir with the engine running, and see if the fluid looks normal, or frothy/air bubbles.
If it's the latter, your PS pump o-rings are probably shot and sucking in air and the pump is cavitating and making that noise. Very easy fix.

If PS fluid looks normal, that sound is probably the serpentine belt tensioner that needs replacing. While also easy, is just a bit harder than replacing PS o-rings.

Thank You for help and Your time!
You were right it’s a steering wheels pomp. There are bubbles in reservoir.
Here is what happened.
I was driving from work when tornado and heavy rain hit my city. I didn't know that my left knee turned off VSA, I’m 6.4
The car skidded but nothing happened.
Since that I got this issue.
My question is: is it safe to drive until I fix it ?
I need to find part and check how to fix it.

I'd get it fixed sooner rather than later. I mean, I've never heard of the PS pump fully seizing up, but anything's possible.

Here's how to fully rebuild it;

Before you change it, you need to flush absolutely the entire system, otherwise your new pump will work for a very short time.

Oil under the valve cover leaks into the exhaust manifold and burns on it, it's need instal а new valve cover gasket.

I'm curious what the mileage is on your TL. I can't find any interval for how often to change PS Fluid and its making me a little paranoid.
