Are you referring to the high beams?

Check out the 3G section

https://acurazine.com/forums/forumdisplay.php?f=93

And maybe more specifically the problem/fixed sub

https://acurazine.com/forums/3g-tl-problems-fixes-114/

We will probably be able to provide an answer over there. There are like 6 people left in car talk that actually have TLs.

On an 04 TL those would be the fog lights. Turn the ring on the inside of the turn signal stalk forward but for the love of God, please don't use them all the time. They'll only work with the low beam headlights on.

2004 = 3rd gen.

Yeah, fog light. Or OP can convert it to a day time running light. https://acurazine.com/forums/3g-tl-2004-2008-93/diy-installation-daytime-running-lights%2A%2A-detailed-pictures%2A%2A-3g-garage-g-067-a-596398/

Like PortlandRL said, it sounds like the fog lights controlled by the ring on the headlight stalk.
You can access the owner's and navigation manuals here at: https://acurazine.com/forums/3g-tl-2004-2008-93/j-020-3g-acura-tl-owners-manual-navi-manual-warranty-booklet-pdfs-851625/.

The 3G TL section is at: https://acurazine.com/forums/forumdisplay.php?f=93.

x2 plus if you use them all the time, everyone you pass thinks you have your high beams on and flash their lights at you. Took me a couple nights before I finally tried to figure out why as they never did it with my G35 or BMW. Low and behold, turned them off and havent had it happen since

I think the fog light setup on the 04-06 is kind of goofy. Thankfully they took care of that for the 07 model year.

As they pointed out, those are considered the fog lights. It took me a little time to figure out what they were/are on my recently purchased '04. The gauge cluster will have a light when they are turned on - that kept making me think I had my bright lights on (obviously the wrong color).

They remind me of a parking light more than a fog light.
