^I believe you and respect the fact that you are a professional and know your job. However, using a relay harness with HIDs should be (IMHO) a requirement on any car for several reasons:
1) Many guys have had issues with one or both lights not turning on simultaneously, requiring powering them down and back up again. PITA
2) HID ballasts can draw MUCH more power during initial startup than the stock wiring is designed to handle. While this is just a short burst of power, over time it can degrade the wiring and/or insulation to the point of failure or fire. You do NOT want that! JnC (headlight guy) once posted pics of a car where the guy did not use a harness and it burned to the ground. I'm not saying that is a certainty with no harness, but why risk it?
Fact: I had to replace the connector to my Nokya Yellow bulbs because it burned out. Those are 55W halogen bulbs. If something is not working as it should---investigate it promptly or disconnect it until you have time to investigate.
3) For the $15 a relay harness costs, I'm not sure why you would NOT use one.
OP, 35W ballasts only, in the color temperature you want with a relay harness and your fogs will last a long time. For the headlights, go with the Morimoto bulbs in 5000K for a bright, clean white. If you prefer the slightly yellow look of the OEM bulbs, you cannot beat the Philips 85122+ for brightness. I've also read that the CBI bulbs are very bright, but they are pricey.
Lots of options out there---you just have to research.
My current setup: Philips 85122+ bulbs in headlights and 5000K 35W DDM HIDs in my lower fogs with Nokya Yellows in the stock fogs. Thinking seriously about upgrading to the Morimotos in 5000K for a better color match with the lower fogs and switchback turn signals.

Electrical/Electronics Engineer here as well. I guess unless you're in the field and can read the vehicle schematics you'd be frightened NOT to use one. Yes it's an extra safety measure but a redundant one. It's like adding two fuses in series of the same amperage rating.

yes the headlights are d2s.
If you want oem replacement than get the Philips.
If you want something that's considered a upgrade compared to oem than get the osram CBI.
As for the fog light hid kit just buy the Morimoto $150 kit.
And I don't care what those "electrical engineers" claim, I would still use a relay harness for hid fogs on the TL

I was thinking of getting the DS2: Morimoto 3Five. What's the difference between that and the OSRAM's? Anyone have pictures?

The higher in the Kelvin rating you go the more lumens (usable light output) you lose. By going for color you're sacrificing usable light.

The other one I have no experience with but I would also say it's garbage.
At that price point the only decent kit I can recommend you are these.

Seems like to me the Morimoto's (Retrofit) HID kit is the way to go. I just don't get why it's $150.

No you do not need a error eliminator.
I have installed over 8 DDM Tuning HID kits over the last 4 years and they are not bad. They are definitely better than Xentec garbage though.
The only downside of ordering from DDM Tuning is that they ship from China using the slowest shipping method possible. You can expect nearly 7-10 business days (monday-friday, so almost 2 weeks) before you receive the kit.
Recently I discovered a eBay seller that sells very good HID kits that are good quality. They are the same price as DDM Tuning kit but to me the bulbs and ballast are much better quality. The HID kit I'm speaking of is called "VVME".
The ballasts are big and heavy duty. DDM are slim and feel pretty cheap.
I ordered a 5k DDM kit and a 5k VVME kit and the VVME kit clearly outshines the DDM kit by a large margin.
The DDM 5k looks white with blue tinge. (I've installed over 5 DDM kits with 5K bulbs)
VVME 5k looks PURE WHITE. Like snow white. No blue AT ALL.
Also the VVME kit can be ordered with a relay and takes about 3 business days to arrive...
3 business days is better than waiting half a month just for a HID kit..

Try Kensun
I recommend looking into Kensun. I have two of their kits, and I like them. The company has excellent customer service. One time I decided to get a different bulb, and they just told me to send it in and they sent me a brand new bulb in a different size. They're highly rated on Amazon.
