if you have a blue license plate bulb, you'll be pulled over and cited. Only emergency vehicles are allowed to have blue lights.

red is fine for the rear of the car, but not the front.

Yellow is fine all around.

Blue is never OK unless (in some states) it's a blue dot in the center of a red tail light on a classic car (think 60's hotrod).

no problem. Gotta keep those cops from getting their donut money somehow

White is usually fine (as long as it's only for the license plate - don't do what a friend of mine did and put driving lights in back as a surprise to tailgaters), though some cops will be an asshole about it if it's too bright and try to cite you for some bizarre and hard-to-interpret lumens/candlepower ordinance. Usually not, though, and if they do you should be able to get it thrown out pretty easily.
