DRL work but not Lowbeams
'06 TL doesn't come with DRL from the factory, unless it's a Canadian version. And even if it has factory DRL, bulbs are connected in series, meaning that if one bulb fails other won't work as well.
Low beams and high beams use same bulb and same projector. To switch between them there is a metal shield inside the projector actuated by electromagnet.
What light exactly doesn't work? Are you by any chance speaking about fog lights? On US '06 TL fog lights are on inner part of the main headlight. Check bulb first. Most likely bulb failed.

Only the amber part of the head light comes on, then when I fully turn on both headlights the right one works and the left just the amber part is lit. I have to check but I don’t think the fog was working either on the left side.
Amber lights - Parking/Marker lights
Headlight - the outermost projector (hi/low beam)
DRL and/or Fog light - the inner white lights (DRL only if Canadian model)
It could be bulb, igniter, ballast, or bad ground. You will have to start swapping parts around to figure out what is failed.
