Cooling fans not turning on, multiple tests done

Howdy.
I have a 2006 TL that I'm working on. I recently installed a brand new radiator, condenser, and brand new fans. I am having a problem with the car getting too hot. I've been monitoring the coolant temp with an OBD tool and an app and it's gotten pretty hot, up to 225 and rising.
Car has 180k miles on it, so I won't be driving it until this problem gets fixed.
I have tried all the solutions as usual: new relays, tested the fans (brand new but tested anyway), checked for codes and obviously checked checked the coolant temperature.
When I drove the car last time, the temp gauge seems to be indicating correctly. The last time, it went a bit above half when it was idling. Today I drove it around for a bit and about the same. The fan never kicks on. I'm not using the AC at the moment because it needs to be vacuumed and charged.
This post I have been reading all over the forum, including which seemed to be getting closer to my problem.
My main question is: on 04-06 TLs are there two temp sensors? From everything i read the second was added on the radiator in 07 correct?
I looked at the old rad I pulled off and I don't see any place for a sensor to go. When I was putting my car back together last night, I had no leftover wiring harnesses. Even though the car is indicating what seems to be the correct temperature on the dash, could the temp sensor still be bad? Again, no codes. Upper rad hose is scorching hot when I turn the car off so seems like coolant is flowing fine. No leaks.
idk what else to test.

Check all the fuses on schematics. Then try swapping relays around. Is still nothing then we will dig deeper.

Thanks for the info peter. actually before you replied, my dad suggested to check the fuses. I checked the 30A radiator amp fuse and it was blown, replaced. but still nothing! So just for shits I looked at the condenser as well, blown. Replaced both and fans are turning on now!
I continued to watch the temp reading via my OBD tool and even on a cool evening like last night, it's still flucuating between 195 and 212. It hasn't gotten above 212. When it gets to about 208 the fans kick on until it gets at about 198 and this cycle just keep repeating.
I just remember on my previous 3G TL (2004) I don't remember the temp gauge ever getting to half, it was always below. In all these readings it's just right at half.
I'm thinking maybe the new rad that I got can't cool as well as the OEM one? I got Denso but not the actual Honda OEM branded radiator from the dealer.

Denso should be exactly like OEM, just without the Honda badge. Those temp range seem ok. If you're really worried then changing thermostat won't hurt but don't expect engine to run ~180F in the summer weather.
