Advice on Bumper Damage

Last night I was backing up and there was this fence thing low to the ground I couldn't see (about 2 feet tall at most). Anyway, I barely knicked it and in the process barely scrapped up my bumper near the tire on the drivers side,ofr the car. Problem is I have the mudguards andthe mudguard was completely torn off the car except for 1 screw holding it in. I just went and took the screw out thinking I would be golden because there is honestly only a 1 inch thin gash I already filled in with touch up paint and you can't even tell what happend. Then reality set in! Both of the plastic holes I need to screw the inner fender and the mudgards into are broken. Next idea was take off all the mudguards and hope that not screwing in the driver's rear fender will be fine. Guess what, the f'ing mudguard left these nasty marks that I can't get off and even took off some of the paint on the bumper likely from constantly moving about against the bumper. I don't know what to do. Seems like I'm screwed into a new bumper at this point due to the mudguards having ruined the paint! Ugh... anyone have any ideas? What should I be expecting to pay for a new painted bumper? I know the mudguards are going to run me about 70 off of the net... more like 100 at the dealer. Seems like this one could come out around 600... I'm less than happy!

That is what I would do ideally, but that won't elimate the fact that the fender can't be properly secured to the bumper. Also, I would still have f'ed up paint on the top part of the bumper still from the mudguards.
I think I'm just going to live with it as is for a while. I'll figure it out in a few months. There is a chance that I may be able to get things to work even with the plastic monting holes broken. There is still part of the holes there. I can mount some of those metal clip things to the sides hopefully and the problem will be solved.
