several and yes. Since its affecting everything on the line, wouldn't the problem be closer to or at the panel?

Well if you can diagram it out, we might be able to find the root cause. I don't think it's at the main panel because you switched out and it's still an issue. If it were a load issue, I would expect it to shunt not melt.
