I would just like to clear something up, arc lamps do not loose lumen output based on their kelvin rating, they simply vary on the color spectrum and the human eye cannot see the higher wavelengths when it gets into the darker blues and especially purples.
Personally, anything above 6000k is stupid imo. The point of a headlight is to illuminate the road so the driver can see and avoid objects, it is not a fashion accessory. The kelvin temperature of the sun in mid day (true white) is around 5000-6000K, that offers the best light output and is in fact the color temp used in professional photography; anything higher and you lose effectiveness. Believe me, most people just think you're a jackass as you drive by with your 15000K purples as well.
