Are these lights water proof?
I see people using them to light up there rear plates, but I was thinking of using them as front fogs. (More looks than functionality ofcourse)

 

You have to provide a little more detail than that. Which company/brand and model? links would be preffered.

CCFL is only a TYPE of light. It's like asking "Are digital cameras waterproof?" Some are, and some aren't. The make and model will tell you.
