If you are SURE you weren't speeding, then I guess you can try to fight it. Here in california we have something called trial by declaration. Not sure if you have this in your state but its one of those things that not many people know about. I've won 3 tickets myself through TBD as it has a much higher chance of you winning compared to showing up to court(only if you're a lawyer then showing up in court may yield better chances).
this is good info here

This is the problem I have with this whole situation: that someone's word can be used as evidence for proving that a vehicle was traveling a certain speed (or even a range of speeds). While I don't doubt your abilities to identify a range of speed based on your experience, I seriously don't feel that this meets the burden of proof of preponderance of the evidence (and even less fitting when it's a criminal offense requiring a higher burden of proof by the prosecution). I would consider it "some credible evidence" at best. But I really don't think that this alone should be enough to convict/find liable the defendant.

This is pretty much what I think is the closest thing to reality. No matter how much you show that the city/county isn't complying with state laws, meeting the required burden of proof, using hearsay evidence in hearings/trials, or even blatantly ignoring your own evidence, the judge/hearing officer will still find you guilty/liable. Want justice? Work for it, file an appeal and work for it. Spend your money and time.

Most people be like "ain't nobody got time fo' dat!". As much as I hate this system and as much confidence I have that I could win in these situations (already got out of a camera ticket once), I just don't give enough of a shit to waste my time with it anymore. The money is peanuts and I know it won't have any impact to the justice *cough-revenue-cough* system.
