Map Update is "live"
I received a call from Laura at HERE today and she had me check if "Connecterd Features" was enabled under "Navigation". It was. Once I confirmed that, I was able to access the Navigation Maps download on my computer. Finally, after three weeks. I downloaded the map update and installed it without a problem. I was able to install the update in "Accessory Mode", which others seemed to have a problem doing. I now have the 2019.07.08 version of the maps.
This worked!
Start the car
Start navigation, go to the menu and if Features is already enable disable it for about 20 seconds and then re-enable it. It took maybe 5 minutes for HERE to recognize my vehicle.
Downloading the update now.

Got this updated, Biggest issue I had was the USB and if you do have a greater than 32 gig USB you can still use it.
If you go to disk management in windows, go to the USB drive, Delete all Volumes, format, then you Partition the drive into one being over 32 gigs and leave the other side unpartitioned. then it should work. also if not mentioned the updating maps message doesn't persist just pops up once I was confused by that for a while but I drove an hour today and it updated that whole time after only showing once.

Took my new 32GB SanDisk Ultra 3.0 USB....and downloaded away. After about 40 Min it was done.
Placed the USB in the Acura after the two push without brake pedal mode. A brief message popped up about the download and went back to the car about an hour later. Info screen said download comlete. Removed stick, started car and drove around the block.
Got home, turned off car, restarted it and went to map version under menu in the navi screen and....version 2018.07.18 or whatever it already was. NOOOO! The HERE site said this "Latest map database version available: 2019.07.08" and that's what I clicked 'download' on.

Thanks mcpagno...that is apparently what it needed-a few engine starts. Now it's on the 2019 version. And what's different? No idea, but I tend to be anal about software updates, so I can cross that off my OCD'ish list.

Decided to take the plunge. No problem downloading the map update from the website to the flashdrive, but when I place the flashdrive into the car usb port the flashdrive flashes like it's doing something, but nothing comes up on in the navigation showing that it's downloading. Is it supposed to tell me it's downloading?

I would also add, I think you need to push the start button twice (without foot on brake pedal). I initially did it with one push and nothing happened. But when you push it twice there is a brief message that pops up on the infotainment screen about it downloading and it is gone in about 2 seconds. After that the next thing you see is 'download complete' up to an hour later. There is no ongoing download status on the screen. As I noted earlier when I went to check my map version after completion it still showed the old one that was already in it...and as someone pointed out and for whatever reason, it took about about 3 or 4 restarts of the engine to get the map version to show the correct and current one.
Each time you start the nav screen, it should briefly say it is Updating. I basically sat there, watched the thumb drive flash for nearly an hour, listening to music and bouncing between screens, seeing the ‘updating’ one each time I reented the nav screen; it said ‘updating’ until it did.
After a time or two, my ‘maps out of date’ screen stopped appearing. Today, wonder of wonders, it gave me good directions that avoided some traffic.
I am headed down to Florida next weekend, and while I will rely on Google Maps and Waze to get me over the tough spots, I will let this nav run for a bit in the easy sections.

Just a FYI in case someone else has this happen, I did the map update on Wednesday, verified the version, but did not open the nav. Thursday, I started a 100 mile trip using Apple Maps, and noticed that the speed limit was not showing in the dash or HUD. As I got close to my destination, I switched to the car nav, and the speed limit reappeared. Switched back to Apple Maps, and all was good, and worked fine on return trip yesterday.
No luck. I downloaded the files to a new 32 gig fat formated flashdrive. Went out to the car, pressed the start button twice, inserted the drive, the flashdrive red light began flashing slowly. Nothing came up on the screen even for a second showing the downloading began. But I left it in for 2 1/2 hours hoping not to discharge the battery too much. No indication that downloading was complete. Checked the map date and still the old 2/16/18 date. Doesn't seem that the nav is recognizing the flashdrive. Any thoughts would be appreciated.

ok, when you plugged your usb in, did the nav say something on the screen? A note will come up saying it saw the drive and it is updating. Apparently the nav always looks at the files on the drive, and if it recognizes the map update files, it automatically goes into 'update mode'. and , it is supposed to continue loading even if you turn the car off and back on again. there are comments above that state the opposite, but that is the official instructions.

The flash drive is probably ok if the download worked successfully to it. If you start the car, have the flash drive inserted and then push the on/off button to stop the car and then open the door, it removes power to the USB port. If you push the on/off button with your foot off the brake after stopping the car, and open the door, power remains to the flash drive's USB port. The documentation is pretty weak in explaining this. You could have had a sequence problem on this, causing the installation to abort when power goes off to the USB port. If it does install, you will get a popup message that the map update is finished and that takes in the range of 50-60 minutes.
When I put he USB drive in it the message I saw was it found he maps on the drive then you don't see anything (took a few seconds for it to find the update on the drive). It installs in the background with no message but if you click menu on the navi screen then hit back to get to the map it shows for a few seconds map is updating then message goes away. That is the way i was checking it was updating. It took about 50 minutes then you will get a message when it is done that states map has been updated.
Someone else here had a similar problem. IIRC his last use was to play music via USB, so maybe the car is looking for music? Change your music source to FM, and leave that on and try again.
I finally got it to update. I redid the map download to the flashdrive. Although all the files appeared on the drive when I originally updated it only took about 20 minutes to complete. I thought that was strange when everyone else was saying 2 hours or so. I erased and reformated the flashdrive and it downloaded over about 2 hours. Then I went to the car, hit the start button twice (without foot on brake) and inserted the flashdrive. Sure enough in about 30 seconds a message popped up indicating that the map was updating. About 50 minutes later another message that it was complete. The directions supplied by acura for this download are atrocious. I thank all that tried to help me.
Real pain
Took 7 hours to download the file with multiple crashes and disconnects. Fairly high speed wifi.
Plugged the drive into the car overnight. Didn't finish I guess. Thumb drive is still blinking. The old version shows on nav. I'll try the connect function later.

PC with flash drive was ethernet connected to router (no Wifi involved)
25 mbps downlink with throughput validated using a couple different internet speed tests prior to download.
No VPN activated.
No videos being watched or interactive games being run elsewhere in the house over the internet connection when the download was occurring.
Didn't know how busy the code server at HERE or wherever it is when I downloaded which could also be a bottleneck..
If it did not work in the car, I would format the USB stick again and download from scratch. Use the full format (not quick) option just to be sure (takes more time).
I used a 16GB USB stick, but use a 32Gb if you have one. I installed the download manager software on to the PC. Mine was a USB 3.0 compatible one (blue colour connector), but do not think this is required as I read somewhere the port is not USB 3.0.
In the car I clicked the start button twice then inserted the USB drive once the display was up. The update should pop up on the display once the USB is detected. I might have gone to the Navi screen to get it going (be in Navi screen then insert USB). I turned off all other radio functions before hand. Once I saw updating on the screen, I exited the vehicle and went on to do other stuff, checking once a while and at some point it said completed or something(about 40mts). I got into car, switched off car, opened and closed the door, waited a few sec and did start button push 2 times. Verified map version, it looked good and that was it.
If it still doesn’t work, try another USB drive, if you have used the USB stick a lot, it might have bad sectors and all, ideally a full format should take care of it, but...
I then let it update (I think it was like 40 - 50 minutes) while I was driving around running some errands. A message popped up that said the map update was complete and the restart the car to activate the new version. All in all, a very tedious process for sure...

I think the confusion that's been prevalent through this whole process has contributed a great deal to that.
Mine's all done. For reference here's what i did:
- Made sure VIN is active in HERE system. This took multiple emails but finally worked. Also made sure the Connected Services in the Navigation app menu was Enabled.
- I used a PNY 16gb drive I had laying around and a free formatting app to format it to FAT32 (Softionic's free Formatting for Windows).
- I installed the Downloader App from HERE and followed the prompts to find the formatted USB drive.
- Downloaded Map Update. Mine took about 40 minutes on a 155Mbps wifi connection.
- Inserted the USB drive into the socket in the cupholder compartment of the RDX and pressed Start twice without foot on gas.
- After the head unit finished booting, I opend the Nav app & I got a message saying Maps were being updated. I left the car like that, not running.
- At around 45 minutes, I noticed a message saying the update was successful and to restart the car.
- I switched off the power to the accessories and then started the care as usual. I went to the Nav app and checked the version and it was the 2019.07.08 version.
