i have a 1999 tl, i had a problem with the starter. i thought it was the ignition because it had a recall for it. i had to get my car towed from the gas station and droped off at the dealership. when i went up there to see what it was they told me it was the starter. when they hit it with a hammer they said it started right up. they tried to charge me 6-700 for a new starter. when the service rep went outside to start the car for me he even said go somewhere else. the dealership prices are crazy. i drove the car home and got a ride to the auto parts store. i bought my own starter and did it myself. it only cost me about 130. the starter in the 99 is on the right side on the engine block. its right below the radiator hoses. its easier to get to if u unhook the radiator hoses and push them to the side. i used something a little stronger than wd40 for the bolts but it was needed. i think i used a 17mm socket. make sure u unhook the battery. its pretty simple, unhook the wires and take out the bolts put the new one on and reconect the wires and battery. make sure you reconnect the radiator hose too, if u disconnected it.
