So I've been reading on here people having the same problem with their windshield washer not squirting and something that I haven't seen is that with my case my windshield wipers don't work on the first Setting but the Other Two Settings Work Just fine. Could someone help me diagnose my problem? I drive a 99 tl. Also when I pull on the control to squirt fluid I cannot hear my pump make any noises

Could be the windshield washer pump.

 

Yup like Nicks2001tl mentioned it could be the washer pump.
Make sure to check the Fuse #7 on the drivers side Fuse box 7.5 amp If its blown its for a reason, Let us know what you find.

 

Yeah, as these guys said.....check the fuse and make sure that you're getting power to the pump.
Could possibly be a faulty pump or perhaps the stalk switch ?

 

If the wipers arent working on the first setting and you dont have washers i would check that the stalk is working properly. It may be bad.
