Malfunction Indicator Lamp

I am unable to fill up my fuel tank no matter how empty or full. The fuel pump clicks off every 2 liters (every half gallon) as I try to fill up. Do I need a new "Fuel Tank Neck Filler"? Is this an easy install? Anyone ever have this problem?
I drive a 1999 Acura 3.2TL, with 100,000 K or 62,000 miles.

I would recommend trying another gas station. Some gas pumps are CRAZY and will click off prematurely.

So your dash light comes on too ? Make sure that you tighten your gas cap with at least three clicks.

The problem is not with the gas pumps, same problem at every station, and I tighten to the 3 clicks as recommended.

My boat does this.
It seems to be related to the vent hose having fuel in it and not letting the air out of the tank as the fuel comes in.
The only solution has been to pump it really slowly.
Does the tank have pressure in it when you take off the cap on a hot day? That might indicate the vent system is plugged.
I think cars made after the 70's vent through a canister containing charcoal.
