Hood will not open

So I buy a new container of Rain-x antifreeze for the upcoming snow and go to pop the hood, yet it won't open. The lever(?) is very loose as I pull on it, as if its not attached or is loosely attached (as opposed to the firm feel it had before) to whatever it should be attached to and I'm guessing this this is the problem. Has anyone experienced this before or have any ideas what the fix is. Thanks!

Or is there any other way to open the hood without the lever on the driver side?

If the handle feels loose it probl. either broke, came off the cable, or the cable broke. Or, it could have come off at the latch. Shouldn't be hard to figure out.
