Swapping PCM/ECU for '99 TL 3.2

I am quite sure that I need to replace the PCM in my car because I am having issues with both my engine and tranny (both of which recently came for a wreck with 40k on it)... Anyways, I was wondering if one could take an ECU from another 99 TL or are the ECU specific to the car/engine?

Someone told me that the ECUs have to be rebuilt, but he's a used car salesman, so I trust him about as much as the government.

Question make simple: Do I need to have the PCM/ECU rebuilt or can I buy a used on?

You being a 99 have to get a 99 ECU. You will have to have the key reprogrammed to the ECU for the car to start (shouldnt cost more than 40-80 bucks depending on dealer)
