When you say they are "down", do you mean they aimed down too low? New bulbs wouldn't help with that. Pull up close to a wall or solid fence with your lights on and check the aim. You may need to adjust them.

an 00 would be ready for bulbs - what brand did you use?- how much were they?
and what kelvin color rating, stock was 4300 many go with a 5000k or 6000k for more blue effect when looking at them

if the shocks are worn and car is sagging slightly you can DIY adjust the light height with a + screwdriver--there is a diy thread on it
very simple- look at top of light housing where it meets the car body- see the Up Down indicators stamped on plastic- now look on back of housing for plastic V channel- slip a + screwdriver down that at angle till it hits the gear for the adjustment-
turn screwdriver so it acts like an upper gear and turns the one below it- moving light!!
Mark the brightest spot on wall with tape for referance starting point and adjust, diy should have specs for light height at what distance from wall

driver side needs to be down lower so you dont blind traffic
pass side goes right and farther to spot pedestrians and edge of road lines

phillips are good brand- you will be fine with them
Did you install new ones the same direction-that outside wire, and the metal cover over bulb thats inside the housing- is that in place? or fell into housing
easy to do when installing bulbs--the bulbs are seated flat? and the metal arm to lock them in is sitting good?-that arm is part of the attachment for the inside shield, a screw gopes thru both if i recall

Any of those will make the beam height off- but if they were low before bulbs- then do the adjustment as I suggested in post above

They do need about 50 hours of use to get the color and brightness stabilized
Drive with low beam headlights on all the time to get hours on them

Lumens is the light output-brightness
Kelvin is the color scale compared to natural sunlight and the eyes abilty to differentiate objects- 6500 is noon sun,

ck the diy section- probably a thread on exact measurements
That section is divided by groups- lighting- brakes- suspension
so you would look in lighting- exterior

ck your tire pressure before starting- that will throw you off
34 -36 psi all around works for most tires, a bit more for low profile aftermarket tires
