DRLs not working
I have a Canadian 2002 TL-S and I have some issue with the DRLs, they don't come on at all, I suspect there is something with the High Beam Cutoff relay as per my testing (based on the service manual), but I need some advise before just going and buying the relay, please let me know if I should be checking anything else that I may have missed?
DRLs don't come on at all when the headlights are at off position and the parking brake is not engaged.
I followed the procedures in the service manual to test the DRL module and all checks gave expected results except for one where the it says there should be continuity but I hear regular beep instead of a long continious tone. See video below.
Also what I noticed is when the headlights are off and the car is ON or with engine running and I flash the hig beams, both (the halogen high beams as well as the HID lowbeams come on), is that normal? I think only the halogen high beams should come on when the headlights are OFF, am I correct?

I almost ended up buying a new one but was able to re-solder some of the pins and got it to work like new.

The DRL module is located under the driver dash, just above the steering column. You will see a few modules encased in little plastic boxes. The DRL box is blue in my 2000 TL. It's practically impossible to remove the box from that metal clip without breaking it. Just unplug the connector to the module and the circuit board slides out of the box. Make sure to re-solder every single connection that looks suspicious or discolored....especially the ones with the large blobs of solder. Very easy job. Do not pay $300 for this job.
