Does your air vent do this??

When I am driving.. I turn on the fan, but put the setting to feet only. But I can still feel air coming out of the front face vents. Mostly on the driver side by the window. Is that normal?

Yep. I think it's to prevent any potential window fog-up.

If you have the air directed to the floor board the only way air will still come in thru the side vents is if you are allowing air from outside to come in. To stop air from coming in thru the side vents use your recirculation function this will reuse the air from inside the cabin and stop air flow coming in from side vents.
