Clicking when try to start not battery or starter

I replaced the battery, cleaned the cables and now replaced the starter. Still clicking when I try to start. I also notice a click when I turn the key to the on position first (coming from what sounds like right underneath the center air intake) and then I try to turn it over i get the click click click etc..... Could this be related to an ignition switch or a bad key? I also notice the little green key icon on the dash flashing when I try to start or is that normal???? Thanks for any help

is the clicking coming from the starter? The clicking is usually a indication of not enough power from the battery.

Is this a 99? then I would suspect key issues- are there several keys on your keyring? weight is bad

even new battery can be very low on charge
what about a jump start- what happens then?

neg cable contact to ground of frame/engine is clean?
cant just throw on new cables, need shiny metal to shiny metal contact- even clean the new cable ends for max contact
