so, like what are you asking?

are you asking if people can fab up turbo's? yes.
have their been mass produced kits? no.

and what many other things are you talking about?

like, no.

there are a few kits for the 3rd gen floating around, but then it still involves custom work.

like are you even sure you know your way around the engine bay to even install easy mods?

well, a turbo has a lot more things involved.
welding down pipes and such. making sure pipes fit, etc.
there is a kit for the 3rd gen.

with a supercharger, it's just a pulley system. no welding, no fitting needed. slap on pulley system and you're good to go...not so much with a turbo charging system

but you're right, the transmission sucks.

turbos use exhaust gasses to spin the turbine.

a supercharger uses a belt to spin the air compressor

Main reason, low demand vs cost. Especially when the car came out. Its not like a civic where everyone and their uncle has one, nor was it a platform that was shared with a vehicle with higher demand for such a system that could be used on it. (much like the infiniti g sedan/coupe.
If you want such a system its pretty much a custom fab. Which leads to the next issue. Tuning. Honda/Acura used a pretty useless ecu in these cars, It cant be reflashed/tuned much unlike other manufacturers. The only option is a standalone and up until recently really wasnt available.

Your best bet to get a little more power out of these cars is by doing some simple bolt-ons. You can pick up a few extra hp from a catback/cat delete and doing an intake. We have plenty of great options available on our website:
Excelerate Performance - Japanese and European Performance Specialists!! - Homepage

I think fsttyms1 is right though. There just wasn't a demand to turbo these cars, and for a number of reasons.
