Does using a breather filter affect mileage/emissions?
From what I've read, the blow-by gases and oil mist travel through that pipe back into the intake. So if the blow-by gases are being sent to the atmosphere instead of being burned for extra energy, I would assume that the car's mileage would go down. As for the oil mist, unless there is a catch can, the mist would either stick to the filter or evaporate into the atmosphere. Whatever mist that sticks to the filter will eventually build up into sludge, and require changing of the breather filter.
^Me trying to piece together information. Would love to have my two initial questions answered. Thanks.

if you are serious racer then a vented breather cap has a small advantage:
Including not shoving partially burnt fuel and oil residue to the TB air plate
and into the manifold to be mixed with fresh fuel/air and reburned
You can clean that TB plate as normal maitenance, so thats no big deal
yes the fine mist will gather in the fibers of the breather cap and need service like a K&N or uni filter would,,or unit replacement as needed
Some vapors are venting to the atmosphere, so NOT a `ulev` vehicle once you screw with it..You have to go back to the 1970s to those caps being legal in most states
If you have to pass inspection or smog- it wont!
