It's a removable piece of metal that holds the bumper cover in place. Not a structural part - you can safely grab one from the junkyard or honestly just bend it back in place by hand.

If you must get it from a Honda warehouse, just call up your local parts department and order "the metal piece that attaches to the front of the frame, and holds the bumper cover and the headlights". They'll know what you're talking about.

That, or just pull one from a junkyard car, or just bend yours back into shape so it fits and molds into the bumper and lights correctly. It's not structurally strong, so it doesn't matter if it's a bit bent up - as long as it holds your bumper and lights at a satisfactory angle.

a quick search on the oem parts site shows that the bumper has a support bar beneath it. Is it part 6 shown below?

Are you sure? It looks like the 99 TL appears to have a large sheet metal bar that goes across to guide the top of the bumper where it meets with the headlights / fender / hood/grill. 00-03 TL's have two bars (40 &41) because of the new grill design that is separate from the hood.

The beam that supports the styrofoam between body and the bumper cover would be part 5 in the image, it also has two other parts (11 & 12) which act as keys for the styrofoam to sit on.

I deleted my post after I posted it, looked at your picture again and realized I wasn't sure enough to claim what I did. Looks like I wasn't quick enough! Haha

Just parts to keep it alive. Like that water valve in the heater circuit that keeps getting stuck no matter how much I lube it and a few other plastic /rubber parts that are just old.
