with the poor quality reflector we have I cant see using HID in the high beams

I am not talking about the high beams though... I am talking about the stock fog lamps mounted down below... See image below (not my car, just a photo I found on Google)...

ahh- the 99-01 nose had fake fog light cutouts that are sealed
,,at least until the dremel slipped and removed the driver side one to allow direct fresh intake airflow to the newly available `reserve air area` exposed when the resonator box is removed in most peoples first mod = resonator delete (see diy)

Lexan and heat- not friends, lexan covers on high power (55-100 watt) off-road lights need a small hole drilled in them- for venting!
(guess how I know....now)
Have to protect the internal bulb and lens, while not cooking it with its own cover

At least this is what they are advising me...

35 is less than 55watt - the number I gave as a starting point for heat issues
those guys really do know their stuff, as mentioned before they claim to be car guys and are located in a part of CA where lots of modded cars live- good place to test out their own products and get lots of customer feedback
give them a shot!!
