I had same problem over a year ago w/ my 99TL, TB seemed fused onto IM, ended up removing the upper IM w/ TB attached. Had to clear the EGR port anyway.

It would not separate even when I tried to chisle with hammer and screw driver, (w/ the 2 bolts and 2 nuts removed).

when i took the TB off my friends 02, i tapped it with a rubber mallet around where it meets the manifold and it loosened up. could aslo try a screwdriver/chisel in the gap to try and force them apart.

There is no need to take the TB off. You can remove the 2 screws that hold the IAC on with a little patience.

If you feel the need to remove the TB you will need a new gasket. The TB is just stuck on because of the gasket. If you take a putty knife and start slipping it between the 2 (tapping on it with a hammer to get it between) it will start to separate.
