Questions about second gear in type s

ok 2002 type s ...

I was running an RSX-S .. and i get to about 7000 and the thing felt like it was gonna take a shit .. not literally .. but totally difference in power then 6500.

Should i be shifting at 7250 or shifting at 7000 when at the track ...
i know i just said there is a decline in hp uptop ....but is it better for my mph to shift uptop or is it better to get higher mph and faster tiems to shift at 7000 ?
