I have painted my grille twice now and know exactly how to take it off.
1. First remove the plastic piece that covers the top on the grille. To remove them get a flat head screw driver and just wiggle underneath it from the side opening and force it upwards, it will pop up and you will be able to pull it out.
2. There are 3 or 4 (cant remember) of those push pins underneath the grille that are a bitch to get at. They are the same as the ones you just removed but in an awkward place.
3. The grille is now just held on by clips, if you just pull it away from the car and towards you they will slip out, it dosnt need that much force so if its not coming off to easily then just try a different angle.
4. Once you remove the grille I recommend you turn it around and detach all the parts. Its a 4 part grille and its held on by literally 30 small screws.
Now your grille is off and you can do what you like. I'm not to sure about the painting process if you want to sand it or just buy plastic paint that dosnt require sanding the surface down becasue, I used plastidip spray to paint mine.
If you are looking to paint everything black I do not know how to remove the top part of the grille that is located on the hood. In my opinion I did mine all black minus the chrome boarder. I prefer that look than the A-Spec grille anyways.

the piece of the grill that is attached to the hood on 02-03 comes off with a 10mm socket. There are 4 bolts holding it on. I would recommend striping the chrome off completely, then sanding down the grey plastic and then follow the primer paint clear directions already posted. Else you will eventually start to see the chrome come through when rocks and crap start hitting it from driving it.

800 isnt necessary. I would start out with something like 120-220 to rough it up (every ounce of surface to be painted must have the chrome really sanded/so there is no shine), then apply the primer with a few coats, then sand it with something like 400 then another coat or 2 of primer to smooth and cover any sanding then paint. There is no need to sand the painted surface then respray unless you get runs
