Possible solution
For anybody having this problem now or in the future, it's an easy fix to prevent getting pulled over:
The wire feeding the bulb has a disconnect directly behind the license plate that gets blasted by water every time you drive in the rain (terrible design). Mine was corroded and rusted to hell. Bulb, housing above plate, and everything else were fine though (no clue which fuse it's on, probably with the tail lights).
Lay on the ground and look up under the bumper to find it. You'll see a wire coming from above the plate and end in a disconnect plug. The other end of the disconnect plug runs up and through to the inside of the trunk. The disconnect no longer snapped together, so I pushed it together as hard as possible and got it to light up, then did some multi-meter testing to be sure that was the problem.
To fix, just cut the two disconnect plugs off and crimp/wire nut the wires together. Red to red, black to black. Use something to protect the connection from water, and tape it up to be safe.
2/10 on the difficulty scale. This was on my CL, but I can't imagine it being any different than the second gen TL.
