It's Cold Air Intake, and the general idea is that colder air is denser air, i.e., more molecules in the same space. So if you can cool the air before the intake pulls it into a combustion engine, you end up with more oxygen for combustion and therefore more power.
That's also why your car "feels" faster on cold days than on hot days...it is! You have a "free" cold air intake because the air is already cold when it's sucked into the engine.
