Good price for new rotors pads??

Acura quoted me $590 for new front rotors and pads for my '99 TL. My local mechanic quoted $356. Both with genuine Acura ceramic pads.
Acura guy said I prob don't need new rotors, I can machine them up tp 8 times. What?? My past experience with my Legend was machined rotors = quickly warped rotors.
Anyway, Acura was going to charge $300 just for pads. I can get the whole deal for $56 bucks more.
Is my dealer way high?

You can continue to machine the rotors until they hit the lower limit on thickness. The limit is listed in their shop manual, and on the edge of the rotor. They key (if you want to make the rotors last) is to machine off the bare minimum to get the warping out.
Honestly, my rotors are warping again (once at 14k, now starting again at 23k). I'm probably going to switch to brembo OEM rotors at my next brake job (w/Greenstuff pads)

Steering wheel pulsing/shakiness when braking - especially at high speeds.
Also you may find that at higher highway cruising speeds, even when not braking, the steering wheel may shake indicating that they are out of balance. I've never felt that on a my TL-S, but have on prior cars.
Do they need to be replaced? No - unless they are so worn that they can no longer be machined (lower thickness limit).

I personally wouldn't recommend resurfacing the stock rotors. This just wears down the rotor faster and on my TL the warping seems to come back faster resurface after resurface.

I can't disagree with you on that point. TL front rotors just don't seem that warp resistant.
That's why I'm changing to Brembo semi-stock rotors next time. I hope their quality and uniformity will resist warping better.
Honestly - I've never owned a car where the front rotors warped this quickly - and repeatedly.

I went to Acura of Seattle for an unrelated problem. When I told them that I have the steering wheel pulsing at high speeds when I apply the brake, the mechanic doing the test drive told me that I could get the rotors AND the pads replaced under warranty (I'm at 44000 miles). Sure enough, I left the car there for about 2 hours and got new front rotors and pads for nothing! I'm sure I'll need rear pads soon, but I got a coupon in the mail from Acura for $129.95 for the pair installed on brake pads. That $300 for the pads sounds way out of line.

instead of replacing their line of rotors, acura took the cheap way out and replaced the pads with a softer compound.
worsens braking distance and response.
i hope the brembo's are better, b/c anything is better than stock
(in acura's case).
the brake job shouldn't be that expensive (depending on where you live).
aftermarket - the front rotors should only cost $64.99 each and ACT cermaic pads only cost $40.
genuine parts - rotors are $94 and pads are $40.
they are really ripping you off.
