Engine mount damper

So I just got my car back from the shop for: Ready?

New timing belt adjuster and pulleys, water pump, power steering pump, alternator and belts. I was looking under the hood when I got home and noticed a rubber block resting loose on the frame under the ABS pump. Then I saw the bracket on the end of the motor mount bolt where it came from. I never noticed this before and the shop manual does not show it. Do 99 TL's have a damper on this mount? If so it got damaged in reinstall. I did not notice any vibration - in fact the car felt smoother than ever. Should I replace it?

There is a piece that im guessing got broken off during install I dnt see the need to install it if you dont see a difference with it.

Does the weight go on the inside next to the inner rubber mount or outside of the aluminum bracket? hard to tell.
