Well in regards to your suspension question if you drop the car with springs there really isn't any way to lift it back up unless you reinstall your stock springs which in my opinion is really more work than it is worth. IF you do decide to drop with springs then the drop shouldn't really be aggressive enough to cause it to be harder to drive in the winter. However, I don't know exactly how bad your winters are because you live in Montreal. I think many people here prefer the H&R because of the cost, and they supposedly give a good ride quality in comparison to other manufactures.
The cheapest place to buy springs depends on whether you plan to buy new springs or used? Used will probably offer the best price depending on condition and wear of the springs, the best place to find a good set of used springs is the Black Market or Ebay probably. New springs can be found on various websites but you should check with our Vendors on the site, they will offer the best price for new items in most cases. (BTW, I think the user jjasha may have a set of used springs he could sell you, he just put coilovers on, send him a PM and find out.)
You should probably invest in an adjustable suspension if you want to lift the car up for winter conditions, which includes either coilovers or air ride suspension. The average cost of the coilover setup can run anywhere from 500-1000+ this depends on used or new and also the condition or quailty of the coilover. There are plenty of things to consider here too, like ride quality and the amount of drop.
In regards to the air filter as long as it is clean then you should have no problem. Just keep and eye on it, and when it seems dirty or your gas mileage drops a little then you should clean the air filter.
I hope that helps!

try looking in the Sponsored Sales threads, and the gen2 thread title list for most of your info--beyond what was said above
Stock shocks wont last on lowered springs
Coilovers are designed to lower the car- at the highest you can set them it will still be lower than stock
If you have snow that deep dont lower the car- there are better ways to improve handling
Get a K&N air filter or similar design fram airhog, then see the DIY section for- remove resonator box, and enjoy
search feature is your friend on here too!

But you should be fine with the filter it comes with unless theres something wrong with it. Just keep it clean and oiled if needed. Check your CAI's packaging or contact the manufacturer if you don't know..
give me a break 02-
I dont like wearing glasses at the computer so I miss the fine print sometimes
and focused on what I thought was the real issue- raising the car and alignment affect $$
Which is actually counter to the thread title- Droppin the whip for winter
Maybe if azine would use a larger font for me--the world does revolve around my needs right?

I also didn't want OP to think, "ooh, remove resonator..sounds awesome!! Wait, I can't find my resonator!! 01tl LIED TO ME!! Time to start a new thread asking an embarrassing question."

Just watchin out for ya both

Oh and I nvr got the memo bout the center of the world shifting over to ya so I'll get on tellin the mods to up the font size to accommodate your needs..

That just moved a lotta stuff on my to-do list down tho..

But it happens here in the NW..got about 14 inches of snow with freezng rain layers in the middle of it all and everything just grinded to a halt. I drove in it tho with no problems at all on stock height and 17" rims (not stock but stock size). The only thing that got annoying were the grooves and bumps from chains.. So if you get more snow than that OP you might just consider not drivin like CJITTY said
