coolant leak
I have a 99 til 137000 miles. It began running hot. I noticed water pouring out from behind power steering pump. I was thinking water pump but I then got to working on it and now notice the only time its losing coolant is when the radiator cap is on. Any ideas?

it needs a water pump and probably a heater core hose,,maybe more
when the rad cap is on the pressure inside builds to its correct 14-16 lbs
That raises the boiling point of the fluid so it works better-protects longer in overheat situations that occur when water pump fails or cooling fan sensor doesn't turn on fan,or rad clogs
that wp job is due at 7 years/105kmiles--then every 7/100
Coolant needs to be changed every 5 years- its additives go bad
Cars that sit allow rubber parts like wp seals and hoses to rot away
Same with the timing belt, but those jobs are one behind the other so always do them together
If you can DIY - ck our section, otherwise expect rather shocking news~

the words poured out have me concerned its more than the weep hole on the wp
Have you used a pressure tester?? available for `free loan` from any major parts store
That pumps the cooling system up to 16 pounds so you can spot the leak
pouring would mean larger hole ie: maybe a hose blown!
without a known maintenance history you have to start looking at things like bolt heads on plastic covers- ever been touched by a human using wrench?

Mr.Helpful Diagram
The water pipe is right by the knock sensor, I've seen them rust and leak or the seal may have given up.
A video of it might help determine where the leak is coming from.
The pressure test is the way to go, Good idea to test before you buy parts.
Not going against the water pump here.

I agree it may be an actual coolant pipe-
as the words POURED OUT have never been uttered regarding a weep hole/water pump seal leak
any big name parts store will LOAN you (with refundable deposit so its not accidently forgotten in someones garage) a pressure tester
Goes on where rad cap goes and pump pressure to 16 psi (normal operating pressure)
watch for leak!
