IMHO, I think trying to increase your HP is a terrible investment. Unless you want to spend the money on a supercharger, is 5-10 HP really worth it for $600 worth of headers and exhaust? You probably have better ways to spend $600. Now, spending the money on bettering your handling is a different story; you can make a bigger diff with the same amount of cash (tires, stabilizers, etc).
If you want to accelerate faster, drive around with less gas in your tank.

I second the notion of getting headers and intake. You will gain much more than 5-10 HP expecially with headers. $600 is plenty to make your TL a lot faster if you feel that it needs more performance.
Of course better handling is good the TL always has been a pig in the turns. The stock tires just suck for performance but are good for all-around driving...

i think headers would be a good investment............and with h/i/e, you gain more than 10 horsepower.....somewhere along the lines of 19-25 whp.....check & search for the dynos.....you'll see

Three Wheelin'
Previous dynos of TL-P's are headers 16WHP, AEM CAI 6 or 7, so you'll be at 225 plus that ( when combining hp adders it doesn't add up perfectly) or maybe 19 to 22 hp more which you'll feel after 4400 rpm mostly, and I agree with BanginTL. You can also do synthetic oil, a lower temp. thermostate and pullies- Unorthodox Racing dynoed a CL type S and got 12 hp at the wheels- now that's alot! I don't want to say what that total would be then- I'm hoping the pullies I do tomorrow add 8 or 9. I'll let you know if I can feel it.
