Brake adjusting... Anyone knows how?

E-brake is nowhere near your center. It's foot operated on the driver side under the dash. Besides, I think that is also self-adjusting.

Dunno about the TL/TL-S but my '99 Tahoe was "supposed" to have self-adjusting rear drum brakes--not!
The old "slamming the brakes while in reverse" to adjust the rear drums didn't really help me either...

As far as our cars go, the brakes themselves are self-adjusting by virtue of being disc all the way around. The piston inside the caliper just presses the pad tighter against the rotor when the brake pedal is pressed. Now for the e-brake, that is a mechanical setup, not hydrolic, so it is possible that the cable has been stretched from excessive use, or whatever for that matter. The reason it is mechanical is for pure safety reasons. Now then, as far as the actual adjusting goes, I do remember seeing the cables under the center console, but the actual adjuster might be under the car. I'm not sure, but it should say in a shop manual.
I checked it out today when I went to see my car...the e-brake cable does in fact go down the center of the car under the center console. i didn't notice any way to adjust it though. The is a spring there for tension...perhaps the spring needs replacing?

It's for a 99, but don't worry it covers everything you need.
to adjust the parking brake, take off the rear wheels. theres a little rubber grommet sitting in a 1cm hole. take that out, and turn the rotor so that the hole is at the bottom. there you will see a gear with thick teeth on it. you supposed to adjust that gear until the rotor cant move, then loosen it 3 notches
