So I am looking for a part number but I'm having a hard time determining what it is. I am looking for that black plastic piece that sits under the headlights. Does anyone know what its called or what the part number is?

^^ Maybe not. That would depend on which black piece you are talking about.

13 & 19 is the LT/RT upper bumper mounting brackets. Which is probably not visible.

If you are looking for the FT bumper protectors, it is actually 3 & 7.
