I just noticed the plastic(?) rivets holding the cover over the battery(drivers front section about 12X12") are broken, one completely missing and the other broken off with the shaft screwed in.
Anyone know what they're called, where to buy besides the dealer & how do I get out the broken shaft?

 

It does not appear there are replaceable rivets or fasteners for the cover. I assume they are on the underside from your description. Perhaps they were permanently attached and broken by someone removing the battery cover.

However you can replace the entire cover (part 6) for about $21 part # 31531-SJA-A02.

Or perhaps you are referring to part 22?

Don't see a #22 and yes, I guess they're called twists. The P/N for the entire cover shows '08, does that fit the 2012?

 

The chart image I attached is from the 2012 RL OEM parts listing. So it must be the same part # from 2008.

Part 22 is on the far right margin of the parts image. It is the nut that holds the top brace over the battery.

Ah, gotcha. Those are just plastic panel clips. You can probably find them in an auto parts store. Here is an example from ebay:
