Haven't heard of anyone running outlaw engineering.

i have the outlaw spacer kit new in box at my house. Might not be needing it now. I chose that over the P2R because it's a thermo gasket and a spacer. The intake manifold one is about 1/4" thick and gives a bump in torque (acts like the MDX spacer, just thinner, and no clearence issues) as well as lowers temps. Comes with the throttle body spacer as well and all hardware. They have dyno charts on their site on a TL-S.

I have them. Had them for a few years, before the P2R was on the market.
I didn't notice a difference. Manifold feels just as hot as it did before.

I think the P2R's are a bit thicker then the Outlaw ones though. Might see a better gain. I wasn't investing any more $ or time changing mine to find out.

I think they give you extended bolts.

yes u use the same bolt for the manifold gasket.
some people use the oem one and the p2r one. it's really personal preference but I just used the p2r gasket.

for the tb spacer yes new bolts are included. make sure u get 2 gaskets for the spacer as well. that way it's a full inch of volume gained in the intake system (and it helps prevent heat soak of the spacer too)
