Outside temp when engine is off

Outside temp when engine is off

I know that the manual says that the outside temp gauge is only accurate when going over 18 mph, but if your engine is cold, shoudn't the reading be accurate if you turn the ignition switch to I or II without starting the engine? The reason that I ask, is when I just turn on accessories, the temp reading is way high and begins to gradually come down? Should be accurate from the get go?
