Hey!
Have fun in New Orleans and watch all that crime especially with your foreign plates. I would hide that V1 just to be sure. I try not to speed outside of my state only because I feel cops are more bias to out of staters.

They used to be illegal in CT as well, but VA is the famous one.
I remember someone telling a story about being caught by the VA cops . . . they forced him to run over his V1. I don't really believe that story, but I also take down *my* V1 when driving in VA. (I doubt turning it off would be sufficient.)

I WOULD NOT PARK THAT CAR IN THE FRENCH QUARTER ! That is my home town ! Car's are stolen, broken into daily in the Quarter ! I'd keep it locked up in a garage, but that doesn't stop them. They all belong to a corrupt ring in the quarter ! They keep their eyes on fine cars !

You shouldn't have a problem with your V1 anyplace but VA and DC. They will take your V1 no sooner than they take your CD player. They don't need them nor do they care because cops catch enough speeder, V1 or not.
What you do want to watch out for is when out of state, if you have to pay for a speeding ticket on the spot or go to jail. And check/cash is generally not accepted.

My mom got pulled in VA coming from Jersey for a detector. She just forgot to take it out of the window and she said she saw the cop start to exit and then swerved back on the road once he saw it and pulled her over. Just a long speech and a nice ticket.

Just mount it high, slightly below the tint band. Very tough to see and the V1 can't be detected by the detector detectors. So, keep your eyes open and practice talking it down quick and not too obviously. Tinted windows help. =)
