I think it is purposely made this way that people are not given info beyond "check engine" on dash so that they can pay some service fool to plug into the OBD-II and charge $$ just to diagnose.

Realize the savings of skipping the diagnosis and going straight to the problem that needs fixing.

what does it cost for the cheapest, run-of-the-mill OBD-II interface that we could just at least check what the trouble code is that the CES light is indicating??

It has to be plugged in for a while to record a bunch of info. So if the cops plug on into your car on a traffic stop, they won't get any info. And they can't make you keep it there.
