Its not the entire tcs, just part of it. Any vacuum leak is going to make your rpm rise and fall constantly. Sounds like your car is breathing really heavily. The best way to find find where the leak is coming from is to take some parts cleaner spray and spray around the engine. When the engine sounds different thats when you know where the leak is.

so its a natural part of the car that doesn't need to be worried about until something starts going wrong? lol
something like, is it natural for my car to idle at 1000rpm?

^ well actually once your engine is at normal operating temperature, it should idle at less than 1000 RPM. It should be close to 500 I believe

is it the compression ratio that determines the idle? my friend thinks mine is too high becuz his tl-p idles at 500rpm and mine stays at 1000rpm even though it could be at "normal operating temperature"

I think the device that controls the idle is called the idle control valve or something.
