Well the driver's side Polargs when in fine but when I tried to put the passenger one in, it was a tight fit and the bulb broke in the housing. Luckily I bought 3, just incase one burnt out. But is there anyway to disattach the housing, so i can shake out some remnants of the bulb.

Yes. There is one screw that hold the raod lamp together. I used a small ass philips screwdriver to remove the screw. After removing the screw, there is a latch you press in. Then you can remove the whole housing. I too broke one of the polarg bulbs trying to fit it in. It took a good 20minites of cleaning to completely remove the littl eglass pieces.

It is easy to detach the road lamp from the bumper. Just lossen the screw and release the plastic tab. It will pop right out. In the FAQ section, there are pics of this process (not to change the bulbs, but to do something else.. I can't remember what). It is really easy. I changed my bulbs in 10 minutes for both using this method.
