i'd run the VIN through the police computers see if the car it came from was stolen

that guy is one of those people who goes around to body shops buying all their damaged bumper covers, then repairs and resells them. most likely legit. how would you check the vin?

yea...most new model cars have it on a sticker or engraved into the bumper so if its ever traded or sold in..they will know if the car has ever been damaged...same with the quarter panels, fenders, etc...

every panel has a vin label on it and when you buy parts from a wrecker they are required to give you the vin number of the car it came off of

unless your bumper was severly messed up its probably a better deal to just get yours repaired since this one has been repaired too

i'm sure you could contact the police and they will run it for you.
