First Mod
$250? Tint.
Icebox installed will cost you around $400....but if you CAN do it yourself you can do it under $300. Tint makes a HUGE difference though.
$400-$500....OBXheaders installed. 20-30hp at the wheels with a wonderful MOOOOOO at 2500rpm. (But you spank people).

best performance mod would be sway bars, you can install them yourself.
you could use some springs though. (labor would put you over $250 though).
Just don't waste your $ on any type of upper/lower/front/rear strut tower bar.

dont want handling/tires/rims stuff right now, i guess my only choices are $350 for OBX and then installation price, comptech icebox, and aem cai, when is aem cai v2 coming out for type S. Can u feel the increase in power in mid range, with the icebox?

Im just a kid
, dont have that type of money to spend, just spent money i earned on tinting, and now have about $250 to spend on something else, my car will eventually have the works though. How well does a Cl-S handle with all the handling mods compared to cars like is300, g35 and such.

w/ 250 u can get a aem or injen cai, thats what i would do if u want performance. but i day save another couple hundred and get springs, i regret not doing the springs first, they make the car look 1000000x better
sways -best mod for suspension, and in yoru $ range.
Headers -best mod for HP, and not far from your $ range.
Intake -yeah it's cool, and you should have one, but you could remove the resinator and put a performance filter in the stock box and get similar results ($50).

The CLS can boogie AND handde. Just make the right mods. Maybe not as good as some of the toys you listed but still...unless you are a track guy, go suspension. He may get you on the HW but when he is in the bushes on the ramp you'll be laughing.
(headers.....get headers, take him before you get to the exit)
Just find some nice guy in your area on this board to install the parts for free. Or have a meet and get a whole buunch of people to help put on your mods.
Oh, I'm the nice guy. As Lou where his custom dash kit came from.

If you are gonna do CT, then go to the Comptech forum. Dean will take care of you as far as CT. The dealship that I deal with is also a Comptech reseller.
What I did:
1)tin(PM me)
2)springs and sways
3)headers
dyno @ 220 at the wheels=296 at the crank
4)icebox
(maybe I have 300hp at the crank? I tell people that...mybe 225whp?)

Get the aluminum sills.

STICKERS
My only mod on my cls are acura-cl.com stickers, which are worth 10hp (at least). I think the bigger the sticker, the bigger the gains.
Headers are probably next on my list (save the 250 towards headers, or buy an icebox now).
